The character is from Genma Wars (Genma Taisen), a science fiction manga that began in 1967. It was a collaboration in Weekly Shōnen Magazine by science fiction writer Kazumasa Hirai and manga artist, Shotaro Ishinomori. Vega (Bega) is one of the main protagonists, a 2000-year-old cyborg warrior, summoned by Princess Luna to help defend Earth from evil.

This statue was created commemorating Noriyoshi Ohrai exhibit at The Ueno Royal Museum in Tokyo, 2018. This was ordered at the exhibit site so it comes with a special photo book of the process of making (texts in Japanese.) Only 200 statues were made total.
